Bob, I would distinguish "low K rate" from control or finesse pitchers. My point was that Sampson's K rate has been at a level that isn't associated with predicting a low ERA pitcher. There are many examples of finesse/control pitchers who become very good, but they generally have higher K rates than Sampson. According to Hardball Times, Sampson's K/G last year was 3.2; my recollection is that only one regular NL starting pitcher had a lower K rate. Chris Young may not throw hard, but he has good K rates. His K/G was over 9 last year, the lowest it has been is 6.3. Moyer's K/G last year was 6.0 Suppan and Maddux had K/G rates last year which are low (4-somethings) but somewhat above Sampson. Maddux had pretty good K rates in his prime.
