My thoughts on those suggestions...

Regardless of budget implications, I wouldn't want Delmon Young unless the price was very low. The advanced metrics indicate that Young has been one of the worst defensive outfielders in baseball over his career, and that tends to overwhelm whatever value he brings as an offensive player. If the DH position were open, then maybe he is plausible choice. Add in the fact that he is allergic to walks, and I don't see a saber-oriented office signing him unless his price is really low. And that's not even looking at his off the field problems, which might make one wonder if he would be a good influence on the younger players.

Podsednik was never a good fielder in CF, and I doubt that he can cover CF at his current age. I think he will be cheap, but I'm not sure that he can play the 4th outfielder role if he is the only back up at CF. As a LFer, I don't see him as an improvement over what we've got already. Really, I think Pods could get a better job in the NL as a PHer off the bench. I suppose if he signs a NRI, the Astros could sign him as a competitor in the spring.
