I don't necessarily think the Astros operated in bad faith but they did put their eggs in a single, medically unknown, basket. They attempted to pull off a major coup and it was a high risk/high reward scenario. Unfortunately, the one item they absolutely had to have work out was Aiken signing for under slot. Assuming that happened then everything else would have worked out. That was the keystone in the entire draft. Once that fell through they were screwed with all of their other machinations.

In the 2012 draft they were lauded for their brilliant handling of the situation and drafting Correa for under slot and being able to sign two other guys considered out of their price range. By the exact same token, they should be held accountable for their handling of this draft. They had a major risk that they took and it wasn't mitigated. When the risk became a reality they were screwed. They get all the blame for this just like they would have gotten all the glory should it have worked out. Saying they couldn't have known this would happen is an insult to the guys in that room. If they truly didn't know this could happen then they shouldn't be the guys making these decisions.
