I read that too but during the steroid hearings before Congress Fehr stated that in the new bargaining agreement that Selig was given disciplinary power to issue fines and/or suspensions. Of course, this may be strictly for steroid use but they didn't say. Clearly, Selig thinks he has the authority to issue across the board fines and suspensions otherwise, he would't have done that to Rogers.

The Players union is not interested in what's best for baseball. All they're interested in is CYA and covering their collective asses has been their approach for the last several decades.
Were there not been any pressure placed on major league baseball from outside sources, these guys would still be shooting steroids in their bodies like anyone else popping vitamin C at breakfast and the players union would have continued to do whatever they could to keep covering it up.

I still think Donald Fehr and the rest of his players union goon leaders should be charged with conspiracy, racketeering and obstruction of justice.
